A Foot Candle/Lux Meter simply measures the intensity of light as perceived by the human eye. One lux is the equivalent of the amount of light by a full moon on a cloudless night, where direct sunlight is over 32,000 lux. One Foot-Candle, on the other hand, is about the same amount of light as is produced a foot away from a candle; two simple scales to measure the same thing-light intensity.
